By-Laws of IAHR Student Chapter of Sichuan University

ARTICLE I
Name
The name of this organisation shall be the Student Chapter Sichuan University of the International Association of Hydraulic Engineering and Research.

ARTICLE II
Objective
The objectives of this organization are:

1. To actively involve the students in the international community of hydraulic engineering and research.

2. To enable the student affiliates to gain experience and contacts for their future careers through involvement in an influential international hydraulics association.

3. To further and broaden the knowledge of the student affiliates in the field of hydraulic engineering and research, through participation in field excursions and seminar activities, collaboration with other Student Chapters, participation in IAHR Congresses and other meetings.

4. To further, within it’s locality, the purposes and programmes of the International Association of Hydraulic Engineering and Research.

ARTICLE III
Membership
1. Any graduate or undergraduate student with an interest in the general field of hydroscience engineering and research at Sichuan University is eligible to become a member of this student chapter and thus to be recognized as Student Affiliates of IAHR. Application for membership from other institutions or associations will be considered individually by the committee. Membership in the chapter may be extended for one year after completion of studies.

2. Each member shall pay the student chapter treasury dues of an amount set by the student chapter committee.

3. Of the dues collected a certain amount is payable to the IAHR secretariat. This amount is set by the IAHR secretariat and may be changed as circumstances require. The present student chapter committee shall organize payment to the secretariat.

4. Each Member of the student chapter shall receive their own copy of the regular newsletter published by the IAHR. There is also a regular news flash distributed by the IAHR Secretariat, which will be made available to the members. In addition, one Journal per ten student chapter members will also be received from the IAHR Secretariat and made available for use by chapter members. these may be acquired in the Student Chapter offices. Members will be notified by the Chapter secretary when the newsletters and journals have been received from the Secretariat.

5. Apart from the abovementioned documents, members will also be entitled to reduced rates for certain excursions and events. Members will also be given first option for participation in these events.
6. All members of the chapter will be listed as Student affiliates in the IAHR register of members.

ARTICLE IV
Officers
1. Officers of the student chapter shall be chosen from amongst the members.

2. The officers of the organisation shall consist of a President and a Vice President, a Secretary, a Treasurer, an Activity Coordinator, an Academic Coordinator, and a Contacts Coordinator.

3. All officers shall be elected in October of each year for a term of one year.

4. Officers shall be elected in any manner deemed sufficient by the present committee. Members of the student chapter shall elect the committee.

5. The duties of the Presidents shall be to preside at all regular meetings of the organisation, to preside at all meetings of the Executive Committee, and to serve as ex officio member of all other committees.

6. The Secretary shall maintain minutes of the meetings of the chapter and shall be custodian of all its records not specifically assigned to others. He/she shall ensure the correspondence of the chapter and Executive Committee and send out notices of the meetings and shall keep a full and correct list of the members and their addresses. The Secretary shall also arrange somebody to distribute the newsletters and manage the library containing the journals and maintain contact with members for the year after they have left the university, etc

7. The Treasurer shall have charge of the funds of the chapter and shall make all required financial reports and such expenditures as may be authorised by the chapters Executive Committee. Furthermore, he/she shall be responsible for the involvement of fresh members into the Chapter. The Treasurer shall also remit the annual dues as well as communicate the list of members to the IAHR Secretariat.

8. If an officer, other than the President, is unable to perform his/her duties, the Executive committee may appoint a member to serve in his/her seat for the remainder of the term of office. A vacancy in the office of President is to be filled by the Vice President.

9. The Contacts Coordinators duties include establishing contacts in order to raise funds for the chapter, as well as creating contacts with other universities, organizations and other IAHR student chapters.

10. The Acitvity Coordinator shall be responsible for the planning and running of all activities such as excursions and other social events to be held by the chapter, and shall co-coordinate with Officers and members to ensure smooth and efficient transition of activities or any decisions undertaken by the committee. He/She will also be responsible for "membership drives".

11. The Academic Coordinator is responsible for the planning and running of such academic affairs such as seminar lectures and science discussions so as to activate the academic aura of the Chapter.

ARTICLE V
Faculty Sponsorship and Liaison with Secretariat
The Chapter shall show to the Council of the International Association of Hydraulic Engineering and Research evidence of faculty or professional staff sponsorship in order to ensure continuity of purpose and activities and conformity with the rules and regulations governing student activities at the Institution. To this end the committee needs to submit to the Secretariat:

a. The agreement of at least one IAHR faculty member to serve as sponsor of the chapter.

b. An announcement of new officers, and an updated membership list must be submitted to the IAHR secretariat annually.

c. A description of special programmes and activities, for release to IAHR publications, must be submitted to the secretariat at least once per year.

d. The IAHR Secretariat needs to be kept informed of the faculty/staff sponsor and the official contact person for the student chapter (a committee member of the student chapter). This usually needs to be done after each election.

ARTICLE VI
Committee
1. The Executive Committee shall consist of all the officers. They shall have general supervision of the work of the chapter and shall perform such other duties, as the chapter shall determine.

2. There shall be as many committees with as many members as deemed necessary by the executives committee to carry on the work of the chapter. Committee chairpersons are appointed by the chapter Presidents with the agreement of the Executive Committee.
Faculty Advisors
3. The faculty/staff advisor shall be a member of IAHR.

ARTICLE VII
Meetings, Procedures and Quorums
1. A minimum of at least one meeting of the entire chapter shall be held in each academic term (semester or trimester/quarter). Special meetings of the chapter may be held at the call of the Presidents or upon written request of 20% of the membership.

2. A quorum at any meeting of the student chapter shall be at least 25% of the members of the Chapter.

3. Five members present shall constitute a quorum at any meeting of the Executive Committee.

ARTICLE VIII
Financial Affairs
1. The fiscal year shall coincide with IAHR fiscal year.

2. The bank accounts for the chapter shall be created and maintained as deemed necessary by the executive committee.

ARTICLE IX
Amendments and Limitations
1. The members of the chapter shall in all respects be governed by these by-laws, which are subject to the provisions of the constitution and the by-laws of the IAHR.

2. Amendments to these by-laws may be made by a two-thirds affirmative vote of those student chapter members present at a special meeting called for the express purpose of changing these by-laws. Such a meeting must be announced at least ten days in advance. An amendment may be proposed by the Executive Committee or by a member petition to the Secretary. At least 10% of the membership is required for endorsement of such a petition. No less than five members can offer a petition when 10% of the membership is less than five individuals. No amendment that is inconsistent with the by-laws or the constitution of the International Association of Hydraulic Engineering and Research shall be submitted to vote.

3. These by-laws and any amendment hereof shall promptly, after adoption by the chapter, be submitted to the Secretariat of the International Association of Hydraulic Engineering and Research.
