Abstract: Even though water scarcity in Portugal, resulting from diverse and specific factors for each territory, is an acknowledged concern at almost all governance levels, resulting in relevant imbalances in the resource levels, where demand exceeds availability, the water security as a final state is far and needs to be scientifically addressed in its different dimensions. When added to extreme phenomena, with causes of broader origin, such as cyclical droughts, for example, and the impact of climate change, this water imbalance has relevant impacts that are important to anticipate, through detailed planning in order to guarantee the stabilization of water masses, with regard to their nature and levels. Without prejudice to macro reflections, proving to be of great importance, no less important is to state that the “bottom up”, as an exercise of the desired permanent cycles of analysis-synthesis related with local-based territorial planning, must be taken as a priority, as a path to integrate, not only the specificities of each territory, but also to increase levels of systematization and anticipation (with faster risk mitigation of the consequences associated with the levels of scarcity and drought predicted for the next decade).
