Abstract: In the municipalities of Zacatecas and Guadalupe, located in the north center of Mexico, drinking water is supplied once or twice a week, and the distribution of this water is not equal in the 5 sectors analyzed amongst 153,983 inhabitants. For this reason, the objective of this study will focus on the following 3 objectives: 1) Determining the provision of drinking water and hours of extraction. 2) To build a model of Goal programming using Lingo. Finally, 3) the last objective is getting a fairer allocation between the sectors. To achieve these goals, we research on governmental web sites regarding Benito Juarez distribution system, which is operated by JIAPAZ, (Junta Intermunicipal de Agua Potable), inter-municipal commission of potable water and drainage of Zacatecas. GIS and the INEGI database (SINCE, 2020) were used to obtain residential, commercial and public usages. This study has devised a methodology to analyze the actual allocation and to devise a more equitable distribution within the five water sectors, this allocation is subject to the water grant.
