Academic certifications - Doctor Engineer of roads, canals, and ports. Universidad Politécnica de Madrid (U.P.M.) · Engineering: certified in 1978. · Doctorate (PhD): certified in 1994. Professional career. - Engineer assigned to the Studies and Planning Area of the Spanish National Public Works Research Centre (CEDEX), from 1978 to 1998, occupying in that period various positions until his appointment as Head of Area. During those years he carried out multiple studies and hydraulic works projects in Spain and Latin America, related to dams, canals, pipes, river works, and irrigation. - Director of the Maritime Experimentation Laboratory of CEDEX’s Center for Studies of Ports and Coasts, from July 1998 to February 2017. During this period, he carried out multiple port, coastal, environmental, and renewable energy tests within the laboratory using a physical model on a reduced scale, as well as a series of ship maneuvering simulation studies, in order to provide technical assistance as well as to further research and development and innovation. Under his leadership the laboratory implemented new experimentation facilities, including a large wave and wind channel. He also conducted several feasibility studies of ports in Spain and Latin America, particularly in the American sphere, and these are worth highlighting: the Viability Study of Sports Ports for the Municipality of Iquique in Chile or another study for a new port on Nicaragua’s Atlantic coast. He has also served as the representative of CEDEX in the European Union’s “HYDRALAB” network of experimental infrastructures. - Director of the Center for Port and Coastal Studies of CEDEX, from February 2017 until his retirement in September 2020. - Secretary-General of the International Association for Hydro-Environment Engineering and Research (IAHR), from September 2005 to the present. Teaching activity: - Professor at the School of Technical Engineering of Public Works of the Polytechnic University of Madrid between 1983 and 1996 and from 2003 until 2017. Courses, congresses, and articles: - He has participated in multiple national and international courses and congresses, both as a delegate and as a speaker (IAHR, PIANC, ASCE; ICOLD, JCP, SPAIN WATER ...) and has also written multiple articles on hydraulic and maritime issues - river, coastal and port works, hydraulic structures, pipelines, river and maritime floods, the environment,…), in international and national magazines (IAHR, ICE, PIANC, ASCE, CEDEX,…).
