Abstract: An 8-step methodology for the design of a Flood Early Warning System (EWS) under Climate Change conditions is briefly described. The methodology is applied in the town of Mandra in Attica, Greece, which in November 2017 experienced a disastrous flash flood. The methodology is based on research on scientific papers on existing EWS, calculations performed with a detailed flood prediction model and a questionnaire survey conducted in October and November 2018. In this design procedure the following weak points were identified: (1) the lack of experience on EWSs in Greece, (2) the lack of Monitoring Networks in many Greek towns, and (3) the lack of data for the calibration and verification of flood prediction models.
