Abstract: Water governance refers to the capacity to regulate the development, management, and service provision of water resources at different social tiers (Pahl-Wostl, 2015). According to the OECD (2015), the water sector is fragmented and requires a multi-level governance system. Each of these scales comprises various levels, which characterizes a multi-level governance. For instance, within the spatial scale, there are different levels of water systems, such as basins, aquifers, and reservoirs. This multi-level governance must effectively uphold environmental equilibrium and facilitate the successful execution of diverse services, such as water supply and urban water management.
