Abstract: The Guadiana River Basin, located in the Iberian Peninsula, is an area of shared water that is prone to experiencing water scarcity and drought. This study analyses the integration of water reuse into the water resources plans and river basin management plans of Portugal and Spain in a transnational context. The legal frameworks for water management in both countries are similar, but Portugal has a more extensive set of planned measures for water reuse. Issues strengthening the connections between planning systems for land use and water resources are not a principal apprehension in these water policies and plans, and the implementation of the measures in the legislation are the challenges for the management of is transnational river basin.
