Abstract: It is necessary to develop a two dimensional simulation model of flood flow, in order to consider a countermeasure to flood disaster caused by inundation in low-lying areas and the breaching of river embankments. In this paper, a Galerkin type finite element model is presented to simulate the inundation in low-lying areas, with which the moving boundary technique and the iteration technique are combined to express the flood front and obtain a stable numerical solution respectively. Next, the inundation process in the low-lying area in Hamada city caused by the heavy rainfall of July 15, 1988, has been calculated and discussed using the present simulation model.
