Abstract: Continuous efforts and large investments have been made to improve storm sewer networks for the purpose of draining urban stormwater. Nevertheless, the major cause of flood damage in Japan is identified not as the flooding over river banks but as low ability of removing surface water from watersheds and discharge from tributary rivers.
