Abstract: Taking refuge from a flood is one of the important countermeaseures which reduce the loss of human life without new food control facilities. From this viewpoint, many field investigations have been carried out so far about the inhabitants' consciousness on flood disasters and refuge actions (1,2,3). Simulation models also have been developed which incorporate the relationship between walking speed of refugee and inundation levels (4,5). It is necessary, however, to integrate these two types of research when you try to design an effective control method of refuge actions.
