Abstract: Flood control in Japan is particularly difficult,because the riverbed on rivers in Japan issteeper in comparison with that of continental rivers and the rainfall in Japan is concentratedduring the typhoon and monsoon(tsuyu)seasons.Furthermore,socioeconomic activities in Japanhave been accumulated mainly in flood-prone areas along rivers and the ratio of residents andassets in such flood-prone areas has been increasing with the socioeconomic development inrecent decades.Today,approximately 50%of the total population and 75%of all properties inJapan are located in the flood-prone areas,which account for only 10%of the total land area,andthis tendency is still continuing.
