Abstract: Communities located at the outlets of very steep ravines often suffer disasters from debris flowsinduced by severe rainstorms.The execution of structural countermeasures to render the debrisflow harmless or enforcement of such nonstructural countermeasures as taking refuge before theonslaught of a flow necessitates the prediction not only of the occurrence of a debris flow but theestimation of its hydrograph and other quantitative characteristics as well as the delineation of thearea of hazard.Although research on various aspects of debris flows has been widespread,no con-sistent method that answers practical requirements has been presented.Our report is presumedto be the first in which a method is proposed which makes it possible to assess the hazards to acommunity under an arbitrary amount and intensity of rainfall.The validity of the method hasbeen checked by applying it to an actual debris flow hazard event,the results of which indicatethat it promises to be a very useful method when further refined.
