Abstract: This study conducted a comparative analysis of the empirical structural vulnerability of non-engineered, low-rise buildings during the 2013 Typhoon Haiyan storm surge in Leyte, Philippines, versus the 2004 Indian Ocean tsunami in Banda Aceh, Indonesia. Vulnerability was evaluated using the Component-Based Assessment (CBA) method and a 6-step damage scale from Valencia et al. (2011). Results show that Leyte’s CHB-L structures exhibit higher vulnerability to storm surge inundation depths of up to 6 meters when analyzed using the 6-step damage scale method, when compared to the CBA method. These findings emphasize the influence of damage state definitions and empirical assessment methods on determining structural vulnerability. Refinements to the CBA method are suggested to ensure consistency when comparing vulnerability across various coastal hazards in other locations.
