Abstract:

This article presents the case of the Spanish River Basin Organizations (RBOs) (Confederaciones Hidrográficas) within the general historical framework of the Spanish Water Governance System, which, according to the principle of Integrated River Basin Management, is highly decentralized, with RBOs having been in existence for a century. It analyses the main challenges facing the RBOs and the structure of their governance, which guarantees the active participation of stakeholders in decision-making including local authorities, user groups, and citizens in general, whether they are members of the RBOs or not.
