Abstract:
This paper presents the case of a Spanish River Basin Organization (RBO): the Júcar Hydrographic Confederation (JHC) and its competences within the general historical framework of the Spanish Water Resource Governance System, which, according to the principle of Integrated River Basin Management, is highly decentralized, with RBOs having been in existence for a century. It analyses the main challenges facing the JHC and the structure of its governance, which guarantees the active participation of stakeholders in decision-making: local authorities, user groups, and citizens in general, whether members or not
