Abstract: In recent years, global precipitation patterns have shifted dramatically, and the rising frequency of droughts driven by climate change is making the securement of reliable water resources increasingly difficult. In South Korea, rare multi-year droughts have occurred over the past decade. As the number of drought-vulnerable basins grows, there is a pressing need to develop diverse measures and technologies that efficiently connect national water-supply facilities to shortage areas and mitigate future supply vulnerabilities. To address this, we developed an Emergency Response Decision-Support Platform (ER-DSP) to assist stakeholders during water-shortage emergencies. The platform assesses risk based on drought severity and simulates inter-regional water allocation using a Water Allocation Model (WAM) under drought scenarios. It also integrates a Shared Vision Model (SVM) to capture mutual feedback and decisions in quasi-real time and to share water-supply outlooks, thereby enabling a more efficient and optimized decision-support system.
