Abstract: This research proposes a novel optimized network flow model for irrigation water distribution, addressing the critical impacts of climate change and extreme weather on Taiwan's limited water resources. Given the potential irreversible deterioration of cultivation ability caused by long-term irrigation reduction, this model facilitates the evaluation of irrigation water distribution and cropping policies. The model is built upon network flow programming and incorporates at least three novel features: (1) adopting hydrological information as temporal functions instead of time-window constants; (2) considering water storage functionality; and (3) transforming hydrological data from the time domain to the frequency domain for optimization. This innovative model offers practical significance for enhancing irrigation water management and providing decision support for effective cropping strategies.
