Abstract: A data‑reduced, block‑based workflow is presented for generating hydraulically consistent SWMM models from open geospatial data. Urban blocks are used as hydrological units and as the geometric basis for automated synthetic sewer networks, enabling CSO analysis where surveyed network data are unavailable. Tested across 32 monitored events, block-based configurations reproduced key CSO behaviours with substantially reduced model structural complexity. The approach provides a scalable hydroinformatics framework for early‑stage planning and decentralised stormwater intervention assessment.
