The Automated Hydrological Information System (SAIH): Real-Time Monitoring and Flood Risk Management in the Ebro River Basin

Abstract: The Automated Hydrological Information System (SAIH) is a technological framework for real-time monitoring, forecasting, and management of water resources and flood events in the Ebro River Basin. It integrates a network of hydrometeorological sensors that provide continuous high-resolution data on key variables, which are assimilated into hydrological models, meteorological forecasts, and AI tools to form a Decision Support System (DSS). The DSS delivers forecasts with lead-times of up to 72 hours, supporting reservoir operation and civil protection actions. Aligned with European Directive 2007/60/EC, the system incorporates flood hazard mapping and probabilistic analysis, enabling an integrated approach to flood risk management based on real-time data and predictive modelling.
