Adaptive Agreements on Benefits Sharing for Managed Aquifer Recharge in the Mediterranean Region

Abstract: Managed aquifer recharge (MAR) is a globally recognized solution for sustainable management of water resources in the water-stressed Mediterranean region addressing water scarcity and enhancing groundwater resources. However, diverse stakeholder interests, the complex and dynamic nature of aquifer recharge systems and of associated societal, ecological and hydrogeological conditions as well as an overabundance of decision support tools, present major obstacles for an equitable and sustainable management of MAR systems. Reliable governance mechanisms of guaranteeing benefits are required for a good functioning of the system and for proper exploitation of its potential. This contribution introduces the concept of adaptive agreements developed for fostering the wider implementation of MAR in the Mediterranean countries. The format and scope of the agreements are flexible and responsive to changing hydrological, environmental, and socio-economic conditions. They empower stakeholders to collaboratively initiate and manage MAR projects, while reducing the risks for future conflicts, addressing power imbalances and cost disparities, and ensuring equitable sharing of MAR benefits such as improved water quality, increased water availability, and ecological restoration. Drawing on four case studies from the Mediterranean region, the authors showcase the diverse mechanisms and strategies used to establish, adapt, and manage agreements.
