Abstract: For real time flood control, we, engineer, have two approaches. One is making HARD like as building dams, and making flood walls. The other is developing SOFT like as knowledge acquisition for predicting rainfall and flood, or making information communication systems.It is natural to think that developing soft have to be continued after making hard, because of many problems that we cannot think about when plan of hard have been made. In this paper, we propose local rainfall prediction knowledge as one of soft.
