Application of the Flood Forecasting System for the Huaihe River in the Great Floods 1991

Abstract: This paper introduces the Huaihe River Basin and the flood forecasting system for the Main stream of the Huaihe River and the forecasting methods. In the flood forecasting for the main stream of the Huaihe River 1991, the method of rainfall-runoff forecasting was used together with the forecasting method of the corresponding discharge at the hydrological stations in upper and lower reaches and the analysis of real-time hydrological information was paid attention to. In the reach from the Runheji Station to the Zhengyangguan Station, because there are many flood retarding basins and the water surface is wider with less slope after using the flood retarding basins, the lake flood routing was used based on the experiential channel storage curve which was drawn according to the observed flood data. In the 2 great floods in the Huaihe River Basin 1991, the correct dicision for flood control was made based on the precise and timely hydrological information and forecasting to use the flood retarding basins for decreasing the flood peak level in the main streaam, so that the safety of the dykes was ensured, the flood damages were reduced and great social and economic benefits were achieved.
