Abstract: River improvement works and flood control in the Naka-gawa River basin have a tradition dating back to the 1600s of the Edo period. This paper mainly describes characteristics of runoff and floods after World War Ⅱ as well as a new policy against urban flood disasters. Taking urbanization into account, a new current concept for realizing an optimal flood control system is stressed in addition to traditional flood control.
