Abstract: After the Meiji Restoration in 1868,the Japanese government invited manyforeign specialists,mainly from Western European countries.After a periodof national isolation lasting for about 250 years,the government,determined to catch up with the high standards of European countriesespecially in the field of engineering ,actively pursued a policy ofimporting science and technology from advanced countries.
