Abstract: The object of the present study is to develop a model which is able to forecast the conditions of flows and diffusions in sea areas centering around the northern region facing the Pacific Ocean. Based on the characteristics of water temperature and salinity distributions classified by water depth in the Pacific Ocean, the stu dy area was divided into 30' × 30' compartments, and the ver tical direction was divided into 5layers, i. e., 0-100m, 100-200m, 200-500m, 500-1000m and deeper than 1000m. Then, t he flow transfer rates between compartments which satisfy the equations of conservation of mass, conservation of salinity and conservation of heat in each compartment were calculated by a mathematical method (non-linear programming method).
