Abstract: Reservoir operation is a complex systemic issue. The continuous advancements and improvements in modern forecasting technologies and observational data provide new pathways for effectively addressing this challenge. This study designs and develops an integrated Decision Support System (DSS) that enables adaptive dynamic operation of multiple reservoir system. The advantages of the DSS include: 1) system-wide decisions, 2) adaptive process, 3) long, mid, and short coupled, implementable decisions and 4) rolling forecast-decision process. Long range simulation using 1980 to 2015 historical inflow sequence shows the annual energy generation increased by 17 TWh (5.4%) with the DSS control scheme over the traditional rule based operation for the TG included six cascaded hydropower plants on the Upper Yangtze River in China. The traditional heuristic rules don’t use forecasts in the decision process, nor take full advantage of the reservoir storage capacity, can exacerbate the damage under extreme wet or dry conditions, usually lead to low efficiency. Rolling forecast with adaptive optimization decision scheme is more active, stable, and scientifically sound. Applications show clear advantages over the heuristic rule based operation.
