Prospect and Framework Design of Digital Twins in Water Network: The Case of Shandong, China

Abstract: Digital twin water network is the deep integration of physical water network and information system to realize the intelligent application of water network management, which providing forward-looking, scientific, accurate and safe support for hydraulic management. Based on the characteristics of water network in Shandong province, it is reviewed the current situation of water management from three aspects in this paper, which are flood and drought disaster prevention, water resource allocation and water ecological protection. While the urgent demand for digital twin application in Shandong water network is also analyzed with a problem-oriented approach. Taking Shandong Province as a case, the overall goal, framework and technical routes for directing construction of digital twin water network are designed in this paper. Meanwhile, by building a data twin framework from the aspects of consolidating information infrastructure, upgrading data and model platform and building multi-objective joint dispatching and command system, to support real-time monitoring and analysing functions of water project safety, flood control safety, water supply safety and water ecological safety. Therefore, in decision-making of cross-basin and cross-regional water network combined dispatching management can be assisted thorough the platform. Through the design of digital twin water network in Shandong province, the new model of water network construction is expected to be explored and formed, also providing a practical application for high-quality development of water conservancy.
