Development of an Integrated Management System for the Wide-Area Linked Operation of Urban River Basin Flood Mitigation Facilities

Abstract: With the recent exacerbation of urban flood damage due to increasing rainfall from climate change and urbanization, there is an urgent need not only for new infrastructure such as stormwater detention basins and drainage pumping stations but also for smart, science-based operation systems for existing facilities. Although several local governments operate urban flood forecasting and response systems, most remain limited to managing individual facilities, and no integrated platform for the linked operation of multiple facilities has yet been established. To address this gap, this study developed an Integrated Management System for the Wide-Area Linked Operation of Flood-Reduction Facilities to analyze the flood-mitigation effects of interconnected facility operations and to evaluate basin-scale flood sharing and urban inundation reduction. The system enables coordinated operation among multiple facilities, providing a practical foundation for advanced flood response and urban inundation management, and is expected to evolve into a field-applicable framework for local governments.
