Abstract: With the deep integration of new-generation information technologies such as big data and artificial intelligence in the water conservancy industry, data has become the core element driving the construction of digital twin water conservancy and the modernization of water governance capabilities. However, issues such as poor data quality, inconsistent standards, and barriers to sharing severely restrict the release of data value. The current research systematically studies the construction path of high-quality data sets in water conservancy, explains their core connotations and typical characteristics, deeply analyzes the current challenges, and proposes a full-process construction framework covering top-level planning and technical implementation. It also demonstrates the role of high-quality data sets in water conservancy in promoting the construction of digital twin water conservancy and empowering core business in the Yellow River Basin through a case study. Finally, it looks forward to the future development of high-quality data sets in water conservancy from aspects such as the in-depth application of intelligent technologies, the "data-model" two-way drive, and the construction of a water conservancy data ecosystem.
